I've used both felt and PPD pads, and found these to be highly effective and comfortable: more durable than the felt pads, for example, and somewhat more comfortable than the PPT ones (at least when placed directly on the foot, or on top of orthotics as opposed to underneath a layer of soft padding).
The size was comparable to that of the felt pads that my podiatrist provides in his office, and they provided enough support to provide relief for the neuroma in one foot, and the metatarsalgia I experience in both.
Given my experience with these, I would probably prefer to use foam over felt now, although I would still go with PPT for long-term use, simply because it will hold up better over a period of many weeks or months.
